The government has unveiled a comprehensive 17-year roadmap targeting upper-middle-income status by 2031 and a developed nation designation by 2041. The plan, known as the Perspective Plan 2041, outlines ambitious targets across education, healthcare, infrastructure and climate resilience.
Key Pillars of the Plan
The roadmap identifies four transformative pillars: digital economy, green growth, inclusive social development and good governance. Each pillar has measurable outcomes tied to annual budget allocations and monitored by an independent oversight body.
Infrastructure Ambitions
Among the flagship projects already underway are the Padma Bridge rail link, the Dhaka Metro Rail expansion, deep sea port at Matarbari and the Rooppur Nuclear Power Plant — all expected to come online by 2026, collectively adding an estimated 1.5 percentage points to annual GDP growth.
Digital Bangladesh 2.0
The technology component envisions universal broadband access, a cashless economy framework, artificial intelligence integration in public services and a 100-billion-dollar IT export target by 2031. The government has already established 39 high-tech parks across the country to seed the ecosystem.
Social Safety and Climate
With Bangladesh among the world's most climate-vulnerable nations, the plan dedicates 6% of GDP annually to climate adaptation measures. Social protection programmes will expand to cover 40 million households by 2030.
